Parrish, Assistant City Manager <br />SUBJECT: Amendment of County Non -Disposal Facility Element — Inland <br />Empire Composting/Envirotech West Inc. <br />DATE: October 13, 1998 <br />BACKGROUND: <br />A Nondisposal Facility is defined as any solid waste facility required to obtain a state <br />solid waste facility permit other than solid waste disposal and transformation facilities. <br />Transfer Stations, materials recovery facilities, composting facilities and other waste <br />processing or recycling facilities that require a solid waste facility permit need to be <br />identified and described in the County Nondisposal Facility Element ("NDFE"). <br />DISCUSSION/ANALYSIS: <br />Currently the County NDFE for Inland Empire Composting / Envirotech West provides <br />data relating to its existing facility at 1951 W. Key Street. The proposed amendment to <br />the County NDFE for Inland Empire Composting will provide data relating to its facility <br />to be located at 2300 South Riverside Avenue. The proposed Riverside Avenue facility <br />is presently in the midst of the permitting process. <br />ENVIRONMENTAL IMPACT: <br />There is no environmental impact as a result of processing this amendment. <br />FISCAL IMPACT: <br />No fiscal impact. <br />RECOMMENDATION: <br />Staff recommends the City Council approve the amendment of the Nondisposal Facility <br />Element (NDFE) for Inland Empire Composting/Envirotech West Incorporated. <br />Attachments <br />Item No. 16 <br />
