HUTTON PUBLIC WORKS DIRECTOR <br />GTS AND ASSOCIATES, CITY ENGINEER <br />SUBJECT: Installation of temporary Stop Sign at Pepper Avenue & Randall <br />Avenue. <br />DATE: August 17, 1998 <br />BACKGROUND: <br />The Rialto School District has constructed a middle school in the City of Colton on the <br />southwest comer of Pepper and Randall Avenues. A signal at Pepper and Randall Ave, which <br />is half within Colton and half within the City of San Bernardino has been determined to be <br />warranted. The Middle School will be opening on September 8, 1998. The school serves <br />homes east of Pepper Avenue and this generates an additional need for enhanced pedestrian <br />safety at Randall and Pepper. Cost sharing agreements have been in process to install a <br />signal at this intersection but installation has not yet been authorized. Until the signals are <br />installed temporary measures are needed. We have coordinated with the Rialto School <br />District and the City of San Bernardino to develop this temporary solution. <br />SUMMARY: <br />Since Rialto School Districts Middle School was constructed in the City of Colton and the <br />school opening September 8, 1998, we propose that Colton immediately install two stop signs, <br />two "School Crossing Ahead: signs and rent battery powered flashers on the intersection <br />approaches an a crosswalk on the south side of the intersection only. The City of San <br />Bernardino and the Rialto School District have agreed in principal to this installation. The City <br />of San Bernardino must have their Council approval to allow us to install the temporary stop <br />sign, "School Crossing Ahead" sign and temporary flashing red lights. (Stencil "Stop Ahead" on <br />both approaches as well) <br />FINANCIAL IMPACT: <br />This project is considered an "emergency" street maintenance item and is to be constructed by <br />City of Colton crews. The cost for both battery powered flashing red lights is $200 installation <br />and removal and $200 per month. A minimum of 6 months is required to build the Signal <br />assuming prompt authorization. The total cost will vary depending upon the time taken to <br />authorize construction of the Signal but not expected to exceed $2500.The Funds to be allocated <br />from the traffic impact fund 249-6800-6810-3890. <br />ENVIRONMENTAL IMPACT: <br />None <br />RECOMMENDATION: <br />• Staff recommends that City Council approve the installation of this project. <br />PG1OF1 <br />I ern # 7 <br />
