CITY OF COLTON
AGENDA REPORT
FOR COUNCIL MEETING OF SEPTEMBER 1. 1998
TO: Honorable Mayor and City Council
APPROVAL: Henry Garcia, City Manager lU'
FROM: Dennis Morris, Human Resource Directorr;•-
SUBJECT: Approve Request for Recruitment, Ratification of Employee
Appointment, and Adjustment in Salary Rate for the Position of
Finance Director
DATE: August 20, 1998
BACKGROUND: The incumbent City Finance Director will be resigning from the
aforementioned position effective August 27, 1998, which will create a vacancy and necessitate
immediate recruitment action.
DISCUSSION/ANALYSIS: This vacancy will create a tremendous void in the continued effective
operation of not only the Finance Department, but other City operations as well, since the Finance
Director provides fiscal advice and counsel to the City Manager, City Council, and other City
departments. In addition, the Finance Director is also responsible for oversight and supervision of
city-wide accounting, payroll, budget, utility billing, purchasing and data processing. In order to
attract the best qualified candidates for this critical executive management position, consideration
should be given to adjusting the salary rate by seven percent as recommended last year in the
Hayhurst & Associates classification and compensation study.
FINANCIAL. IMPACT: If current salary rate is increased by the suggested 71/o, the additional
cost over a twelve month period is $4608. This suggested increase is in line with comparable area
municipalities.
ENVIRONMENTAL IMPACT: None.
RECOMMENDATION: That the Mayor and City Council approve the recruitment, ratification
and increase in salary rate for the position of Finance Director.
ATTACHMENTS: Request for Recruitment, job description and resolution requesting
amendment of Resolution No. 53-98, Pay and Classification Plan for the City of Colton.
REPORT PREPARED BY: Terri Truitt
TERxnvAgendan.doc Item # 9
