CITY OF COLTON <br />FINANCE DIRECTOR <br />DEFINITION: <br />Under the administrative direction of the City Manager, plans, manages, oversees and directs the <br />operations and services of the Finance Department, which will include financial services, <br />customer services, purchasing and information systems functions; coordinates department <br />activities with other City officials, departments or outside agencies; provides responsible and <br />complex staff support to the City Manager. <br />DISTINGUISHING CHARACTERISTICS: <br />The Finance Director is the top management level class within the Finance Department and is <br />responsible for planning, organizing and directing the activities and services of the Finance <br />Department. This classification is distinguished from the next lower classification of Assistant <br />Finance Director by its full and overall management responsibility for the entire department. <br />SUPERVISION EXERCISED: <br />Exercises direct supervision over professional, technical, clerical and volunteer staff. <br />ESSENTIAL FUNCTIONS: (include but are not limited to the following) <br />• Accept full responsibility for all Finance Department activities and services including <br />activities associated with financial services, customer services, purchasing and information <br />systems functions. <br />• Develop, implement and maintain Finance Department goals, objectives, policies and <br />priorities for appropriate service areas; ensure that established goals and priorities are <br />achieved. <br />• Plan, direct and coordinate the Finance Department's workplan through appropriate <br />department staff; assign work activities and responsibilities to appropriate department <br />personnel; review and evaluate work methods and procedures; identify and resolve problems <br />and/or issues. <br />• Review and evaluate service delivery methods and systems including administrative and <br />support systems and internal relationships; identify opportunities for improvement and <br />implement changes to standard operating procedures to enhance services. <br />• Oversee the selection, training and evaluation programs for all Finance Department <br />personnel; provide or coordinate staff training; identify and resolve staff deficiencies; execute <br />discipline and/or termination procedures. <br />• Oversee the development of monthly and yearly revenue and expenditure reports, audit <br />reports and other financial reports. <br />• Administer the City's debt, RDA and CPFA; plan and coordinate the City's RDA and CPFA <br />finances. <br />• Work with the City Treasurer to oversee and manage the City's investment practices; make <br />recommendations for investment. <br />
