Clarke, Utility Director <br />SUBJECT: Reduction of Sewer Connection Fees for Colton T -Ball and Youth Soccer <br />Leagues at McKinley Elementary School <br />DATE: August 25, 1998 <br />BACKGROUND <br />Volunteers from Colton T -Ball and Youth Soccer Leagues, in conjunction with Colton Joint Unified <br />School District are in the planning and design phase for new snack bar located at McKinley Elementary <br />School. Their desire is to build a new facility to replace the old, existing snack bar, which currently <br />serves three separate ball fields. The new facility will meet all current code requirements, including <br />discharge to the sanitary sewer system for utensil and hand washing sinks. <br />DISCUSSION / ANALYSIS <br />Representatives of the youth leagues have contacted the Utility Department and the City Manager's <br />office regarding the City's sewer connection ordinance (No. 0-7-89) which requires a minimum charge of <br />$2,800 for any new sewer connection. The youth league representatives have asked that a reduction in <br />the fees would be appropriate for this facility. The youth league representatives have proposed that the <br />fee be set at $1,500 for the new snack bar. Their proposal was based on the previous set of fees that <br />were in effect prior to June 1988, which established the minimum amount at the requested $1,500 <br />amount. <br />Based upon the nature of the sewer connection and the limited use of the snack bar, Staff would concur <br />with the youth leagues' request to reduce the fees to the previously approved minimum of $1,500 for this <br />project. This item came before the Utilities Commission at their regular meeting on August 10, 1998. <br />After considerable discussion, the Commission voted unanimously to recommend waiver of the entire fee <br />to the City Council. <br />ALTERNATIVES <br />The alternative to the fee reduction is to charge the full $2,800 indicated in the existing ordinance. It is <br />felt that is amount is out of line with the intent and extent of the propose use of the sewer connection. <br />FINANCIAL <br />The reduction will not impose any adverse financial impact. <br />Item # 12 <br />
