CM Sandoval requested a legal opinion on City Council's action on the motion for study and RFP. <br />Interim City Manager Wood was directed to go to outside counsel for an opinion on procedure: <br />Whether it would be necessary to reconsider prior Council action before embarking on a different <br />course. <br />For a clear understanding of Council's direction, Interim City Manager Wood summarized the <br />motion requiring him to return to Council, in one month, a recommended schedule for approaching <br />this issue in terms of a study for looking at in-house as well as outside counsel and, at the same <br />time, bring forward a proposed RFP, with the understanding that the City Manager may obtain <br />legal help in drafting said documents. <br />For future meetings where this item is to be discussed, either publicly or in closed session, City <br />Attorney Biggs suggested that Council obtain and have present legal counsel, for advice on this <br />matter. <br />:legates to League of California Cities <br />otion/second by CM Hutton/Sanders to appoint CM Cook as the voting delegate to League of <br />ilifornia Cities Annual Conference to be held in San Francisco on October 12-14, 1997, with <br />ayor Gaytan as the alternate delegate, carried upon unanimous vote. <br />Veteran's Day Parade <br />Motion/second by CM Sanders/Chastain to approve the request of American Legion Post No. 155 <br />to hold a Veteran's Day Parade on November 11, 1997, commencing at "O" Street and La Cadena <br />Drive and ending at Fleming Park. Motion carried upon unanimous vote. <br />Used Oil Collection and Recycling Program <br />CM Hutton submitted, for Council review, an information packet for a used oil grant. He said <br />there was no cost involved that the person would submit the grant to the State of California, write <br />the necessary paperwork and only if the grant is issued by the state would he move forward with it. <br />CM Hutton asked to have this item placed for action, approval or denial of the proposed <br />resolution, on the next regular council meeting. <br />Motion/second by CM Bennett/Cook to accept and approve Staff recommendation for Council's <br />approval directing staff to research the establishment/implementation of a Used Oil Collection and <br />Recycling Program for the City of Colton. Further, this item will be placed on the September 16, <br />1997 agenda.
