transmission lines become incapable of transporting water (i.e., <br />during an earthquake or other disaster). I am in negotiations <br />with the City of Riverside to purchase a Well near our Well #23. <br />Due to adjudication of the Rialto Basin, the City of Riverside <br />cannot pump additional water from this Basin. The Well has <br />been drilled, but needs to be equipped and a new 24" water <br />transmission line constructed before it can be used. - <br />6. Also, along with new Wells, the City needs to upgrade many of its <br />existing water transmission lines in order to increase the pumping <br />capacity of several of its Wells. The larger water transmission lines <br />and increased capacity will help to eliminate the pressure problems <br />in the Central Zone, Western Zone and Reche Canyon Zone I. <br />7. A water contingency plan needs to be developed should any of <br />the City's Wells become incapacitated by a disaster, depletion of <br />an aquifer, or contamination. In the case of contamination, Wells <br />may be treated at the well -head to remove contaminates. This is <br />expensive, but not as expensive as constructing a water treatment <br />plant (1991 price was $14 million). <br />8. Number of employees, and what type of water certification needed <br />to provide customer service and better maintain the water system. <br />9. All of the deficiencies noted by the State are also a part of the <br />Plan, and recommendations for corrective actions will be made <br />by Krieger and Stewart. <br />10. The City needs to increase its source of water (new wells) and <br />additional storage capacity (new reservoirs).are needed. <br />FINANCIAL IMPACT: <br />The Council approved at 14.5% sewer rate increase to pay for two year's of needed <br />capital improvements. In addition, the Council also approved a 20% water rate <br />increase to pay the cost of bonding for the first two year's capital improvements. <br />ENVIRONMENTAL IMPACT: <br />Both Master Plans have been approved through the CEQA process, which included <br />public hearings by the Utilities Commission and Planning Commission; and then filed <br />with the San Bernardino County Clerk for County -wide notice. There were no protests <br />received either by the City or County on the Notice of Exemption for both Master <br />Plans. <br />RECOMMENDATION: <br />Staff recommends that Council adopt the 1998 Water Master Plan and the 1998 <br />Wastewater Master Plan. <br />
