CITY OF COLTON <br />AGENDA REPORT <br />For City Council Meeting of SEPTEMBER 15, 1998 <br />TO: HONORABLE MAYOR AND CIrt NCIL <br />APPROVAL: Henry T. Garcia, City Manag <br />FROM: Kathy A. Kivley, Assistant to Manag <br />SUBJECT: Resolution supporting construction of a grade paration at the Colton <br />Junction <br />DATE: September 8, 1998 <br />Over the past several years, railroad freight traffic increased substantially. With the expansion <br />of Southern California's ocean ports (Long Beach and Los Angeles), operational demand will <br />continue to grow. The majority of rail freight traffic between the two ports, the rest of the <br />nation and Mexico, uses two lines—Burlington Northern Santa Fe and Union Pacific. The two <br />lines intersect at Colton Junction creating a major choke point for rail traffic within this region. <br />Train congestion at this junction causes shipment delays, stacked trains, and unhealthful air <br />quality emissions to name only a few of the issues. <br />DISCUSSION/ANALYSIS: <br />Recently, the Riverside County Transportation Commission (RCTC), San Bernardino Associated <br />Governments (Sanbag) counterpart in Riverside County, contacted the City regarding support of <br />their efforts to resolve the major train delays at the Colton Junction. To facilitate improved <br />train movements at the junction would mean construction of a grade separation or "fly -over". <br />Based on staff's conversation with RCTC, they plan to solicit funds from multiple sources (i.e. <br />MP 2000 or 2002, federal funding, Secretary's discretionary money or appropriation from <br />congress). RCTC received assurances from Caltrans District 8, they will fund the project study <br />including a proposed alignment of the rails. An initial estimate to construct the grade <br />separation is $60 million. <br />ENVIRONMENTAL IMPACT: <br />All environmental concerns will be addressed after the initial project study report is complete. <br />FINANCIAL IMPACT: <br />There is o netaryZUA� <br />bur <br />envisioned from the City of Colton for this project. <br />f% <br />Kathy/A.
