HUTTON, PUBLIC WORKS DIRECTOFjA'--- <br />SUBJECT: APPROVAL OF DISADVANTAGED BUSINESS PROGRAM <br />FOR OCTOBER 1, 1998 TO SEPTEMBER 30, 1999 <br />RESOLUTION AND CERTIFICATION <br />DATE: AUGUST 31, 1998 <br />BACKGROUND: <br />In 1984 Council adopted the DB Program and must re -approve the program each year. <br />Current regulations of the U.S. Department of transportation require any local agency <br />receiving Federal -Aid Funds to adopt a DS Program. This Program must be adopted <br />and approved by the Federal Highway Administration (FHWA) prior to advertising for <br />bids. <br />DISCUSSIONIANALYSIS: <br />The Program provides, in general, that a certain percentage of the prime contracts will <br />be awarded to disadvantaged businesses. For FY98/99 a minimum goal of 10% for <br />participation by DB has been established. It is required that a Liaison Officer be <br />designated to handle administrative duties as stipulated in the Program. The Program <br />designates John C. Hutton, Public Works Director, as the Liaison Officer. <br />The regulations of the U.S. Department of Transportation state that notice relating to <br />the DB Program shall be published in both minority and majority local media. This <br />notice will inform the public that the City, will accept comments for informational <br />purposes only, for 45 days from the date of the notice. <br />FINANCIAL IMPACT: <br />Without adoption of the DB Program, the City will not be eligible for Federal -Aid Funds. <br />RECOMMENDATION: <br />Staff recommends that Council adopt the attached Resolution for the Disadvantaged <br />Business Program (DB). <br />Attachments: Certification <br />Resolution <br />Page 1 of 1 <br />Item # 22 <br />
