Zamora, Community Development Director <br />Andres Soto, Principal Planner <br />Martin Ragels, Supervising Building Inspector <br />Wanda Molton, Administrative Secretary <br />Alan Sork, Fire Marshall <br />Sonia Carvalho, Legal Counsel <br />Commissioners Absent <br />Ramon Hernandez, Commissioner (excused) <br />ITEM D - APPROVAL OF MEETING MINUTES OF JANUARY 26, 1999 <br />Vice -Chairperson Vilches moved approval of the minutes; seconded by Commissioner Chavez, <br />motion carried with Commissioner Carter and Commissioner Prieto abstaining. <br />ITEM E - ORAL COMMUNICATION <br />None. <br />ITEM F — PUBLIC HEARING <br />1. FILE INDEX NUMBER: D-54-98 OLYMPIA GRILL & LOUNGE <br />(BILLY T'S) <br />Sonia Carvalho, Legal Counsel, provided the Commission with a staff report and gave a <br />presentation explaining the reasons for reviewing the Conditional Use Permit. The <br />Commissioners discussed what their interpretation of a Sports Bar was at the time the project <br />was approved by them. Discussion ensued regarding the safety and security concerns for the <br />project. <br />Sonia Carvalho recommended, since it appeared that more than a quorum of the City <br />Councilmembers were present, that the Councilmembers not participate in the hearing. <br />Public Hearing Opened <br />Recess taken at 7:00 p.m. and meeting reconvened at 7:10 p.m. <br />Ms. Carvalho again recommended that the City Councilmembers not discuss this matter <br />amongst themselves. <br />Attorney Gerald Lundberg, Representative for Applicant. Victorville <br />Commissioner Suchil inquired as to problems at the applicant's other establishments. Mr. <br />Lundberg discussed the project and indicated that they were taking steps to address potential <br />problems. Mr. Lundberg distributed a copy of the security plan and the menu to the <br />
