GARCIA, CITY MANAGEPttj�> <br />FROM: DILU DE ALWIS, ACTING FINANCE DIRECTOR rD <br />SUBJECT: AWARD A CONTRACT FOR A VOICE RECORDER/LOGGER SYSTEM FOR <br />THE POLICE DEPARTMENT TO VERSATILE INFORMATION PRODUCTS, <br />INC. IN THE AMOUNT OF $31,096.65 <br />DATE: MARCH 18, 1999 <br />BACKGROUND <br />The Police Department has an analog recorder/logger. The replacement tapes are very <br />expensive and the technology is outdated. The funds to replace this recorder/logger with digital <br />technology are available through a Local Law Enforcement Block Grant. <br />DISCUSSION/ANALYSIS <br />In April 1998 the City of Riverside awarded a competitive bid to Versatile Information Products <br />for a Racal voice recorder/logger system. The City of Colton can piggyback onto this bid and <br />purchase the Racal recorder/logger system for the same price as the City of Riverside paid <br />eleven months ago. <br />ALTERNATIVES <br />Go out to competitive bid, which will delay the Police Department's acquisition of critical <br />communications equipment. It is also highly unlikely that a more favorable price for the <br />equipment would be obtained. <br />FINANCIAL IMPACT <br />The Police Department has funds available from a Local Law Enforcement Block Grant to <br />replace this equipment. The funds are available in account numbers 100-6070-6088-4930 and <br />100-6070-6076-4930. <br />ENVIRONMENTAL IMPACT <br />None <br />RECOMMENDATION <br />Staff recommends Council award a contract for voice recorder/logger system for the Police <br />Department to Versatile Information Products, Inc. in the amount of $31,096.65 <br />Report prepared by Mary J.
