City of Colton <br />Agenda Report <br />Council Meeting of April 6, 1999 <br />Li 3-5 Storm Drain Phase 11 Project <br />On January 5, 1999 and on March 16, 1999 thebity council approved amendments to <br />the County of San Bernardino / City of Colton Memorandum' of Understanding for <br />Infrastructure Improvements Surrounding the Arrowhead Regional Medical Center. <br />These amendments serve a dual purpose as they reaffirm the County of San <br />Bernardino and the City of Colton commitments to solving the drainage problems in that <br />area. Furthermore, it commits immediate funding for the preliminary design and <br />environmental work that is necessary for the 3-5 Storm Drain Phase If Project. The 3-5 <br />Storm Drain is the regional drainage system that would transmit storm and nuisance <br />waters from the areas surrounding the Arrowhead Regional Medical Center to the <br />Santa Ana River. Phase 11 of the 3-5 Storm Drain is specifically that portion of the 3-5 <br />Storm Drain that will be located South of Interstate 10. <br />u The Randall Avenue Storm Drain <br />The Randall Avenue Storm Drain would consist of approximately 2200 linear feet of <br />pipe and catch basins within the street right of way along Randall Avenue from <br />Eucalyptus Avenue on the West to the Randall Detention Basin (approximately <br />Meridian Avenue) on the East. The Randall Avenue Storm Drain will have a direct <br />mitigating effect on the flow of waters from the North by directing them easterly into the <br />soon to be enlarged Randall Detention Basin. Additionally, the Randall Avenue Storm <br />Drain will protect the Jehue Middle School (on Pepper Avenue near Randall Avenue) <br />and other downstream property owners (including the Arrowhead Regional Medical <br />Center) from storm and nuisance waters. Finally, the Randall Avenue Storm Drain will <br />help mitigate flooding at the intersections of Pepper Avenue and San Bernardino <br />Avenue and at Pepper Avenue and Valley Boulevard. Because of these facts, the <br />County of San Bernardino provided the design, environmental work and mitigation for <br />this project at no cost to the City of Colton. <br />Each of these individual projects will significantly contribute towards the mitigation of <br />the existing flooding conditions currently experienced in the vicinity of the Arrowhead <br />Regional Medical Center. These projects when considered together as part of a three <br />pronged approach lend themselves to be more than just three individual projects, rather <br />they transcend into becoming an integral strategy to virtually eliminate the flooding that <br />currently exists in that part of the community. <br />DISCUSSION/ANALYSIS: <br />Staff is recommending that the Randall Avenue Storm Drain Project be funded by <br />proceeds from Community Facilities District ("CFD") 89-2. The intention of the CFD <br />Bonds (specifically 89-2) was to provide for infrastructure improvements, namely street, <br />water system, and storm drain improvements. Of the approximately $3,400,000 of <br />bonds that were issued, the proceeds were earmarked for the following projects: <br />Storm Drainage $1,600,000 <br />Water, Sewer& Street $1,400,000 <br />Cost of Issuance $ 400,000 <br />
