MTRODUCTION <br />DMG: MAXIMUS is a national financial consulting firm -specializing in government service <br />costing and revenue enhancement. In most of its specialties, DMG-MAX MUS serves more <br />government agencies across the country than any other firm. Since the inception of our <br />Western Region practice in 1979, DMO -MAXIMUS has served all 58 California cotftes <br />more than 200 cities, and 50 special districts. Our Western Region practice includes more <br />than 30 professional staff located in offices in Sacramento, Burlingame, and Irvine, <br />California. Nationally, we have offices in 25 states and 250 professionals serving over 1,500 <br />clients. <br />In addition to DMG-MAXAWS cost allocation practice, other services provided include <br />state mandated cost reimbursement services, fleet management, utility rate setting studies, <br />capital facility financing, organization and operation improvement; user fee/cost recovery <br />studies, and revenue enhancement studies. We also provide human resource consulting <br />services and executive recruitment services. <br />BACKGROUND <br />The City of Colton requests DMG MAXIMUS assistance in the following areas: <br />1. Preparation of a citywide full cost allocation plan for use in the development of inter - <br />and intrafund charges, billing rates and user fee calculations; <br />2. Preparation of a citywide cost allocation plan in compliance with Federal Circular <br />OMB A-87 for use in claiming reimbursements from State and Federal agencies; <br />3 User fee study for the recreation department. <br />L DMG-MA3CWS has assisted many jurisdictions in similar efforts, with demonstrated <br />results. <br />PROPOSED SCOPE OF SERVICES <br />➢ Cost allocation plan preparation services: DMG-MAXIMUS will be responsible for <br />the entire project, from data gathering, imerviews, data input, processing, and <br />assisting in implementation and negotiations. The city will be responsible for <br />supplying only required data, i.e. time support, data processing interface, and <br />reviewing the results. <br />➢ User fee study.
