AB 1025 (Havice) would require the board of directors of a group home to consult <br />with the local government to promulgate best practices and to annually report on <br />how the group home is meeting the best practices. <br />3. SB 268 (Rainey) would eliminate the distance exemption granted to residential <br />care facilities for the elderly such that the Department of Social Services may <br />deny a license for a new residential care facility if it is located within 300 feet of <br />an existing residential care facility. <br />All of the bills would improve the ability of cities to review community care facilities and <br />group homes. Thus, these bills should be supported and other state legislation should <br />be encouraged. <br />ALTERNATIVES: <br />The City may also adopt an ordinance regulating community care facilities, group homes <br />and congregate care living arrangements to the extent possible under Federal and State <br />law. <br />FINANCIAL IMPACT: <br />None. <br />ENVIRONMENTAL IMPACT: <br />None. <br />RECOMMENDATION: <br />Staff recommends that the City Council adopt the attached Resolution. <br />Report Prepared By: Sonia R.
