1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />which they are proposed to be located, including impacts related to traffic, parking, noise and the <br />impairment of the integrity of residential neighborhoods when such facilities are located in close <br />proximity to each other; and <br />WHEREAS, the California Legislature is currently considering passage of several bills to <br />improve the ability of cities to review potential facilities and reduce the impacts of overconcentration, <br />including AB 997 (Campbell), AB 1025 (Havice) and SB 268 (Rainey). <br />BE IT NOW THEREFORE RESOLVED AS FOLLOWS: <br />SECTION 1. The City Council of the City of Colton encourages the State of California <br />Legislature to pass legislation authorizing cities to exercise greater control in land use, siting, regulatory <br />and licensing decisions concerning those community care facilities, congregate care living facilities, <br />group facilities or group homes that are licensed by the State of California wishing to locate within <br />residential areas of a city. <br />SECTION 2. The City Council of the City of Colton encourages the State of California <br />Legislature to pass legislation regulating congregate care living facilities, group facilities or group homes <br />not currently regulated pursuant to state law, but which generally provide 24-hour a day, nonmedical <br />residential living accommodations in exchange for the payment of money or other consideration to <br />residents. Further, the City Council encourages the State of California Legislature to pass legislation <br />authorizing cities to exercise greater control in land use, siting, regulatory and licensing decisions <br />concerning such facilities that wish to locate within the residential areas of a city. <br />SECTION 3. The City Council of the Colton hereby supports the following proposed <br />legislation introduced during the 1999-2000 legislative session: AB 997 (Campbell), AB 1025 (Havice) <br />and SB 268 (Rainey). <br />2 <br />
