CITY OF COLTON <br />AGENDA REPORT <br />FOR TBE COUNCIL MEETING OF AUGUST 17,1999 <br />TO: MAYOR AND CITY COUNQ <br />FROM: TERESA S. DELGADO <br />Deputy City Clerk <br />SUBJECT: ENDORSE CITY CLERK'S PLAN TO ESTABLISH A ONE-STOP <br />PASSPORT ACCEPTANCE FACILITY: SUPPORT THE LETTER <br />OF SUBMITTAL TO THE DEPARTMENT OF STATE, LOS <br />ANGELES PASSPORT AGENCY, AND APPROVE START-UP <br />COSTS IN THE APPROXIMATE AMOUNT OF $2,522.74 <br />DATE: August 4, 1999 <br />BACKGROUND: <br />An U. S. citizen, upon proof, may make application to obtain a travel passport from any regional passport <br />agency or an authorized passport acceptance facility. The authority to act as passport acceptance agent is <br />provided under Title 22 of the Code of Federal Regulations, part 51. Section 51.61(b) of 22 CFR <br />authorizes city clerks, as state officials, to collect and retain a $15.00 fee for the execution under oath or <br />affinuation of each passport application. <br />ANALYSIS/DISCUSSION: <br />In expanding the services it provides to the community and searching for ways to augment the City's <br />revenues, the Colton City Clerk's Office announced its goals, for FY 1999-2000 and FY 2000-2001, to <br />investigate the process of obtaining federal permission to establish a one-stop passport facility in the City <br />of Colton and to implement said facility. The one-stop process would allow the citizens to apply for their <br />passports and obtain the necessary photographs, if desired, all in one place. <br />On July 2, 1999, the Deputy City Clerk spoke with Barbara Brophy, Customer Service Manager for <br />Department of State, Los Angeles Passport Agency, on what steps to take to become an authorized <br />passport facility and she offered to send pertinent infonnation (See attached.) <br />Ms. Brophy inquired about the City's geographical location and noted Colton's proximity to the City of <br />San Bernardino, an authorized and established Passport Acceptance Facility. It was pointed out to her <br />that San Bernardino's customer base included the high desert whereas the City of Colton would draw <br />customer's from Colton, Grand Terrace, High Grove, Riverside, Bloomington, Loma Linda, Yucaipa, <br />Rialto, Fontana and Ontario. I told her about the easy access from the 1-215 freeway and 1-10 freeway to <br />the City of Colton. Ms. Brophy indicated that she would speak with San Bernardino's City Clerk to ask <br />for input on how Colton's operation could assist her operation. <br />Item #20 <br />
