CLARKE, UTILITY DIRECTOR \ �� SUBJECT: AWARD OF BID FOR RE -ROOFING THE BLOWER AND CHLORINE BUILDINGS AT THE WASTEWATER TREATMENT PLANT TO HUFFMAN ROOF COMPANY IN THE AMOUNT OF $34,621.00. DATE: NOVEMBER 23, 1999 BACKGROUND: The roofs, on the Blower and Chlorine Buildings at Unit 1 of the Wastewater Treatment Plant, leak and are in need of replacement. In addition, the existing roofing consists of asbestos containing materials (ACM) which need to be removed and properly disposed of prior to installing the new roofs. These two facilities are part of the Title 22 improvement necessitated under the Cease and Desist Order issued by the Regional Water Quality Control Board. DISCUSSION/ANALYSIS: On November 4, 1999, the Utility Department solicited for sealed bids to remove the ACM roofing and install new roofing on these two buildings. A Pre -Bid Meeting was held on November 15, 1999. Bid opening was held on November 23, 1999, at 10:00 am in the Corporate Yard Conference Room. Two bids were received and evaluated. A Bid Analysis is attached showing the prices quoted by each bidder. The recommended bidder's price is underlined. Both bidders meet specifications and are qualified to perform the asbestos removal. ALTERNATIVES: None FINANCIAL IMPACT: The Utility Department has budgeted for the replacement of the roofs. Funds are currently available in Account Number 522-8200-8204-3890 for this expense. RECOMMENDATION: Staff recommends that Council approve the award of bid to Huffman Roof Company to re -roof the Blower and Chlorine Buildings at the Wastewater Treatment Plant in the amount of $34,621.00, and authorize staff to execute the contract documents.
