Page 2 <br />Washington Street Mitigation Project <br />December 1, 1999 <br />18. Traffic management and congestion relief strategies, including freeway or transit <br />management systems, and electronic fare payment systems; <br />19. Outreach and rideshare activities. <br />CMAQ funding is an open and competitive process. At this time the unallocated portion of the CMAQ <br />budget for the South Coast Air Basin is estimated at $17.4 million. <br />DISCUSSION/ANALYSIS <br />The project, Washington Street Congestion Mitigation Project, proposes to significantly increase the <br />current level of service. At this time intersection of Washington Street and Reche Canyon Road is level <br />of service F. The intersection of Washington Street and Hunts Lane is level of service C. Once the <br />proposed new school construction is complete, the engineers estimate the level of service to drop to F at <br />the intersection of Hunts and Washington, and Reche Canyon and Washington will become more <br />impacted with traffic congestion. Knowing the existing level of service at both intersections, and <br />realizing there will be significant traffic congestion impacts when the new school opens, it was felt this <br />would be an opportunity to potential submit the project for alternative funding. There is a local matching <br />contribution requirement of not less than 11.47 percent. <br />The engineering design for the construction of the necessary improvements to mitigate the congestion at <br />the two locations is incomplete at this time. The application package does not require an engineering <br />design. The application only requires project estimates, scope of work, identified location, emission <br />reduction cost effectiveness and mobility benefit effectiveness calculations. <br />FINANCIAL IMPACT <br />The estimated cost for the proposed Washington Street Congestion Mitigation Project is $500,000. The <br />local match requirement as indicated above is 11.47 percent. Should the City choose to only fund at the <br />11.47 percent, the application receives no points in the scoring. An 11.47 percent local match equals <br />$57,350. However, with a 15 percent local match the City receives points in the scoring. A 15 percent <br />local match equals $75,000. The difference in local match equates to an additional contribution of <br />$17,650 by the City. <br />ENVIRONMENTAL IMPACT <br />There are no environmental impacts associated with the adoption of the resolution. Any appropriate and <br />necessary environment documents will be completed prior to the design of the project. <br />Staff recommends that Council adopt the Resolution authorizing the submission, acceptance and <br />implementation of Washington Street Congestion Mitigation Project and authorize the City Manager to <br />execute all the documents necessary in order to implement this project. <br />Attachment: Resolution <br />
