City of Colton <br />Agenda Report <br />Council Meeting of December 7, 1999 <br />Page 3 <br />❑ The development of the premises will include the construction of a chapel, a <br />scattering garden (to include a rose garden), and a larger fountain subject to <br />the approval of both parties. Lessee shall furthermore assume development <br />of Hermosa with regard to the planning, design, and construction of new <br />cemetery gardens, lawn crypts, niches, other internment facilities, utilities, <br />facilities, features, and landscaping as necessary for the development of <br />Hermosa. <br />❑ Lessee shall hire and train sufficient sales and sales management personnel, <br />and provide family service sales personnel during normal business hours and <br />an outside sales force for the purpose of marketing Hermosa. <br />❑ Staff proposes a sixty-day (60) transition period with the proposed Agreement <br />becoming effective February 5, 2000. <br />The Role of the Cemetery Commission if the Agreement is Approved <br />The Cemetery Commission will continue to perform an important role after the <br />Agreement is approved. Initially, the Commission's responsibilities will be enhanced, <br />as they will become involved in reviewing concepts, plans, and designs of the <br />proposed improvements at Hermosa during their regular meetings. The Cemetery <br />Commission will also have the opportunity to review and comment on future <br />improvements not yet proposed by the Lessee to include but not necessarily limited to <br />the development of the currently undeveloped property at Hermosa. The Cemetery <br />Commission will continue to fulfill its historical role as a hearing board for customer <br />complaints that cannot be resolved by the Lessee. <br />About Inland Memorial, Cremational, and Burial Society <br />The President of Inland Memorial, Cremational, and Burial Society, Mark Durbin, <br />Senior has been in the Cemetery Management, Crematorium, Funeral Home, and <br />Death Care business in excess of twenty-five (25) years. The Inland Memorial Team <br />has in excess of one hundred (100) years in the aftercare business and includes Les <br />Pate who recently managed Evergreen Memorial Park in Riverside. Inland Memorial <br />has a fully permitted crematorium located on Key Street and thus already has a <br />significant capital investment in the City of Colton. The existing crematorium in <br />concert with "Inland Memorial's" pledge to install the aforementioned capital <br />improvements at Hermosa serves as a testimonial to its commitment to Colton as an <br />excellent location to grow and develop its business. <br />ENVIRONMENTAL IMPACT: <br />None. <br />FISCAL IMPACT: <br />The Lessee (based on the most recent two -years sales at Hermosa) prepared a pro - <br />forma. Based on that conservative estimate and the twelve percent (12%) of gross <br />revenue amount paid to the City by the Lessee, the City can expect to receive <br />approximately $80,000 per year in revenues as a result of this Agreement. This <br />
