SCHEDULE CTC <br />COMPETITION TRANSITION CHARGE <br />PURPOSE <br />Page No. 64 <br />The purpose of the Competition Transition Charge is to provide for the recovery of costs <br />incurred by the City of Colton Electric Utility to provide for the electric service needs of <br />existing and future customers under the premise that, prior to December 20, 1995, the <br />utility had the reasonable expectation that it would be the exclusive provider of electric <br />energy service to all customers within its service territory. <br />APPLICABILITY <br />Applicable to all existing and future retail electric utility distribution service customers of <br />the City of Colton Electric Utility. <br />COMPETITION TRANSITION CHARGE (per kWh) <br />The Utility Director shall calculate and post for public display the Competition Transition <br />Charge on an appropriate periodic basis using the following formula: <br />Competition Transition Charge <br />(City Periodic Cost of Power Minus the Applicable Periodic Market Price for Energy) <br />Divided by the Number of kilowatt-hours Sold in the City During the Period <br />Where: <br />1. The City Periodic Cost of Power is defined as the City's fixed cost for <br />generation contracted prior to December 20, 1995, for the applicable Period. <br />2. The Applicable Periodic Market Price for Energy is the California Power <br />Exchange Unconstrained Market Clearing Price or the wholesale market <br />energy price generally available to the City. <br />3. Periodic means any interval of time, e.g., hour, day, week, month, etc, that <br />provides for the just and reasonable recovery of the City's fixed cost for <br />generation contracted prior to December 20, 1995. <br />ISSUED BY <br />Thomas K.
