CLARKE, UTILITY DIRECTOR—<k <br />SUBJECT: AWARD OF LABORATORY TESTING CONTRACTS TO BABCOCK & SONS, INC., <br />FOR THE WASTEWATER LAB TESTING & TO CLINICAL LABORATORY OF SAN <br />BERNARDINO, INC., FOR WATER TESTING <br />DATE: DECEMBER 14, 1999 <br />BACKGROUND: <br />The State Department of Health Services requires the City to perform laboratory testing on its potable <br />water, and the Regional Water Quality Control Board requires the City to perform laboratory testing on <br />the effluent being discharged to the RIX Facility. Testing for both Water and Wastewater are required <br />on a daily basis (weekends included). On October 17, 1995 Council approved Babcock and Sons, Inc. <br />(Wastewater) and Clinical Laboratory of San Bernardino, Inc., (Water) as sole source laboratory <br />testers. <br />DISCUSSION/ANALYSIS: <br />In order to determine if the sole source is still accurate, request for qualifications were sent to four area <br />laboratories. On December 13, 1999 only two qualified bids were received, one from Edward S. <br />Babcock and Sons, Inc., and one from Clinical Laboratory of San Bernardino, Inc. Both laboratories <br />are certified to perform Water analysis, and Edward S. Babcock and Sons, Inc., is certified to perform <br />Wastewater analysis. Staff has reviewed the qualifications of both laboratories and found them to be <br />equal in all areas. Staff then compared the costs for water samples and determined that the overall <br />sampling costs for Clinical Laboratory of San Bernardino, Inc., is lower than Edward S. Babcock and <br />Sons, Inc. <br />The City of Colton may award a professional services contract for a period of one to five years. After <br />which time, requests for qualifications would have to be sent to local certified laboratories. <br />FINANCIAL IMPACT: <br />The estimated annual cost for water laboratory testing is $40,000 for FY99-00; and $50,000 for FY00- <br />01 which requires additional sampling required by State regulations. The estimated annual cost for <br />wastewater laboratory testing is $90,000. Sufficient funds and revenues are budgeted each year in the <br />Professional Services accounts (521-8100-8101-2350 and 522-8200-8200-2350) for laboratory testing. <br />RECOMMENDATION: <br />Staff recommends that Council award the laboratory testing contracts for five years, with appropriate <br />termination provisions, to Edward S.
