RESOLUTION NO. r``19--99 <br />RESOLUTION OF THE CITY OF COLTON RECOMMENDING THAT THE <br />INLAND VALLEY DEVELOPMENT AGENCY SUBMIT AN APPLICATION TO <br />THE CALIFORNIA TRADE AND COMMERCE AGENCY FOR LOCAL AREA <br />MILITARY BASE RECOVERY AREA DESIGNATION AT THE FORMER <br />NORTONAIR FORCE BASE, SAN BERNARDINO, CALIFORNIA AND <br />DESIGNATING THE INLAND VALLEY DEVELOPMENT AGENCY AS THE <br />LEAD AGENCY FOR SUCH PURPOSES. <br />WHEREAS, the City of Colton is a municipal corporation duly organized and existing <br />pursuant to the Constitution and laws of the State of California ("City"); <br />WHEREAS, the Inland Valley Development Agency ("NDA") was established pursuant to <br />that certain Joint Exercise of Powers Agreement dated as of February 12, 1990, entered into by <br />the County of San Bernardino and the cities of Colton, Loma Linda and San Bernardino; and <br />WHEREAS, the NDA was authorized to be established by a special act of the State <br />legislature for the specific purpose of facilitating the redevelopment of the former Norton Air <br />Force Base ("NAFB") and to mitigate the impacts on the greater San Bernardino County <br />community from the loss of jobs and income due to the closure of NAFB; and <br />WHEREAS, the State of California has established the Local Agency Military Base Recovery <br />Area Act ("LAMBRA'l program to stimulate business and industrial growth in areas experiencing <br />military base downsizing and closure; and <br />WHEREAS, LAMBRA provides state tax credits and deductions and local incentives to <br />companies locating their operations on military properties scheduled for closure; and <br />WHEREAS, the State Legislature has enacted and the Governor has signed Statutes 1998, <br />Chapter 1012 (AB No 3) which authorizes an increase in the total number of local agency <br />military base recovery areas which may be designated under LAMBRA; and <br />WHEREAS, LAMBRA designation at NAFB will significantly enhance current efforts to locate <br />tenants at NAFB and the airport facilities situated thereon as operated by the San Bernardino <br />International Airport Authority ("SBIAA'I, and will empower both the NDA and the SBIAA to <br />further attract sustainable development and the creation of new civilian employment <br />opportunities; and <br />WHEREAS, the City deems it appropriate to authorize the Executive Director of the NDA to <br />submit 1998 Application to the California Trade and Commerce Agency ("CTCA") for LAMBRA <br />designation of the NAFB as set forth in the CTCA correspondence dated November 30, 1998, <br />addressed to the Executive Director of the IVDA. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON DOES <br />HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS: <br />Page 1 <br />
