COMMITTEE ON EMPLOYEE RELATIONS <br />1999 WORK PROGRAM <br />LEGISLATIVE ACTIVITY (Monitoring an LaL0_n_s0_ri_n&1 <br />A key role of the Employee Relations policy Committee is to review California and federal <br />legislation as it relates to public sector labor relations and human resources management. The <br />committee recommends to the League board of directors preliminary positions on legislation <br />based on existing League positions, adopted Annual Conference resolutions, and the collective <br />knowledge and experience of committee members. The following is a non-exclusive list of <br />topics that have major policy and cost implications for California cities: <br />a) Fair Labor Standards Act <br />b) Disability retirement issues <br />C) Mandatory social security and employee benefits <br />d) Retiree medical costs <br />e) Workers' compensation - cost containment and relief <br />0 Part-time employees <br />g) Collective bargaining <br />C, <br />h) Federal - OSHA mandates <br />i) Domestic partners <br />2. POLICY DEVELOPMENTAND RES�QN�,E <br />The committee identifies critical issues that affect public empluyeriernployee relations. <br />California cities are best served by making information available to city officials who must <br />confront these various issues. To assist the League membership in dealing with short-term and <br />licy implications, information is presented in various formats, including the <br />long-term po , <br />League library, workshops, the Employee Relations Institute, the Personnel and Employee <br />Relations Department newsletter, Western City magazine and the annual conference. Current <br />areas of concern include, but are not limited to: <br />a) Cultural diversity multi -cultural awareness and sensitivity <br />b) Customer service intcmal and external clients <br />c) Workplace literacy <br />d) Employee safety and wellness <br />e) Alternative service delivery - staffing options, trends, performance measure, Intemet <br />Employee privacy issues I I tati <br />g) Training issues, development, re-education policy for pub ic emp oyees, invi ons to <br />League members <br />3.
