Yet, the issue of whether recalls are easier <br />when fewer signatures of registered voters in a district are needed to start a recall <br />continues to pose the nagging question of whether Colton has recalls because it has <br />district elections or whether Colton has and will continue to have recalls because of the <br />political culture.
