Re: Office of Traffic Safety Grant <br />Page 2 <br />The second program is an impaired driver program, which is aimed at permanently changing the <br />attitudes and behaviors concerning drinking and driving and targets habitual and repeat DUI <br />offenders. These strategies include DUI/Drivers License Checkpoints and targeting habitual <br />DUI offenders and drivers with multiple license revocations. Officers assigned will conduct <br />public service programs and training at the high school level, encouraging reduction of impaired <br />driving. <br />The third program is the seatbelt and child/passenger safety restraint programs, which strive to <br />increase seatbelt and child safety seat usage and decrease child safety seat misuse. The program <br />stresses education, training and enforcement and includes increased enforcement, highly <br />publicized child safety seat check-ups and education programs. <br />ALTERNATIVES: Other than applying for this grant to provide the salary and benefits of one <br />sworn and one non -sworn position, the alternative is to maintain the number of staff allocated <br />within the approved budget. <br />ENVIRONMENTAL IMPACT: None <br />FISCAL IMPACT: <br />The California State Office of Traffic Safety Grant will provide a total of $214,123.20 for pay <br />benefits and equipment, during the grant Twenty-seven month period. <br />The city must match the second year funds for salary and benefits for a total of $54,464.40. <br />Acceptance of this grant would require the city to set up a separate account in which to place the <br />administrative tow fees separate from the General Fund. The purpose of this would be to use <br />those funds to continue the level of deployment required in this grant after grant funds expire. <br />The loss of the funds for the city from the General Fund for administrative fees should be offset <br />by the increase of the city's franchise tow fees because of the increased number of vehicles <br />towed and stored under the 30 day impound program. <br />A <br />j <br />rauicx ki. urerwe, timer or rouce <br />RECOMMENDATION: Staff recommends approval to submit the grant application, <br />authorize recruitment and appointment of one full-time position of police officer and one full- <br />time position of community service officer upon awarding of the grant. <br />Attachments: <br />Grant Application <br />Prepared by: Frank Sullivan, Lieutenant <br />otcgrant /rw <br />
