These fees were developed in conformance with State and Federd guidelines and utilized San Bernardino County's stormwater runoff coefficients In the calculation formula. The City continues to provide stormwater utility services, and has annually authorized the County Auditor/Controller —Recorder's Office to bill the property owners within the City. In November 1996, Proposition 218 was approved by the California voters. As a result, Articles Xill C and D were added to the California State Constitution. The City's ongoing costs of stormwater management services are recovered through fees as defined by Article XIII D, paragraph 2(e) of the Constitution. The fees are calculated pursuant to Exhibit A of the associated resolution and as adopted in Section 14.01.0!50 of the Municipal Code which establishes the number of Basic Benefit Units (BBUs) for each parcel. The BBUs represent stormwater runoff volumes using the San Bernardino County Flood Control Division methodology. This methodology uses parcel acreage and stormwater runoff coefficients based on land use. Each parcel's cost of service is represented by the unit rate per BBU times the number of calculated BBUs for that parcel.
