These fees were developed in conformance with <br />State and Federd guidelines and utilized San Bernardino County's stormwater runoff <br />coefficients In the calculation formula. The City continues to provide stormwater utility services, <br />and has annually authorized the County Auditor/Controller —Recorder's Office to bill the property <br />owners within the City. <br />In November 1996, Proposition 218 was approved by the California voters. As a result, Articles <br />Xill C and D were added to the California State Constitution. The City's ongoing costs of <br />stormwater management services are recovered through fees as defined by Article XIII D, <br />paragraph 2(e) of the Constitution. <br />The fees are calculated pursuant to Exhibit A of the associated resolution and as adopted in <br />Section 14.01.0!50 of the Municipal Code which establishes the number of Basic Benefit Units <br />(BBUs) for each parcel. The BBUs represent stormwater runoff volumes using the San <br />Bernardino County Flood Control Division methodology. This methodology uses parcel acreage <br />and stormwater runoff coefficients based on land use.
