The employee found a broken neutral <br />conductor at the weatherhead and repaired it. The cause of the <br />break was unknown. <br />This type of occurrence can be found described in Customer Service <br />Policy No. 8, Interruptions or Defects in Service: <br />The City shall not be liable on account of interruptions to service <br />or by reason of any claim for loss or damage resulting therefrom <br />caused by uncontrollable forces, the term "uncontrollable forces" <br />being deemed for the purposes of these customer service policies to <br />mean flood, earthquake, storm, lightning, fire, epidemic, failur= <br />of fa ilities, war, riot, civil disturbances, labor disturbances, <br />restraint by court or public authority, or any like cause beyond <br />the control of the City.
