LAURIN, DIRECTOR <br />DEPARTMENT OF ECONOMIC AND COMMUNITY D VELOPMENT <br />SUBJECT: COOPERATION AGREEMENTS WITH CITIES AND RESOLUTIONS FOR <br />METROPOLITAN CITY/URBAN COUNTY JOINT RECIPIENT REQUEST FOR <br />PARTICIPATION IN THE CDBG PROGRAM, FY 2000-01 THROUGH <br />2002-03 <br />RECOMMENDATION: <br />(1) Approve Fiscal Year 2000-01 through 2002-03 Cooperation Agreements between the <br />County and the following cities for participation in the Community Development Block Grant <br />program: <br />CITY <br />AGREEMENT NO. <br />Adelanto <br />99-474 <br />Barstow <br />99-475 <br />Big Bear Lake <br />99-476 <br />Chino Hills <br />99-477 <br />Colton <br />99-478 <br />Grand Terrace <br />99-479 <br />Highland <br />99-480 <br />Loma Linda <br />99-481 <br />Montclair <br />99-482 <br />Needles <br />99-483 <br />Redlands <br />99-484 <br />Twentynine Palms <br />99-485 <br />Yucaipa <br />99-486 <br />Town of Yucca Valley <br />99-487 <br />(2) Adopt Resolution for Joint Recipient Request with the Cities of Chino Hills and Redlands. <br />RESOLUTION NO. 99-149 & 99-150 <br />BACKGROUND INFORMATION: Under the Community Development Block Grant (CDBG) <br />program, counties with populations over 200,000 qualify as Urban Counties and receive annual <br />entitlement grants based upon the demographics of their unincorporated area and the area of any <br />participating cities. San Bernardino County has participated in the CDBG program as an Urban <br />County since 1975, and as a result, has received over 191 million dollars in CDBG funds.
