It is unlawful for any owner, manager, or other person in charge of any pool or billiard establishment in the city, either by himself or through an agent, clerk, or employee, to permit or allow any penton under the age of fourteen years (unless accompanied by a parent or legal guardian) to visit or play any game therein.
