1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />as adopted by the State of California Building Standards Commission in Title 24 ofthe California Code <br />ofRegulations (collectively "the Codes"), with necessary amendments to assure the Codes are tailored <br />to the particular safety needs of the City of Colton as required by its unique climatic, topographic and <br />geologic conditions; and <br />WHEREAS, California law provides that the failure of the City to adopt and have the <br />Codes and their amendments become effective prior to July 1, 1999 implies that the Codes, as adopted <br />by the state, are applicable to the City without local amendments despite the fact that the proposed <br />amendments provide building and safety measures that are needed for the preservation of the health <br />and safety of residents and businesses in the City of Colton, and include, but are not limited to, <br />additional requirements for structural steel construction plans, minimum wind stagnation standards for <br />sign structures, minimum residential foundation pressure standards, shear wall requirements, geologic <br />and soil studies, providing standards for residential concrete slabs, and automatic fire sprinkler systems; <br />and <br />WHEREAS, this urgency ordinance adopting the Codes with local amendments is <br />necessary for the immediate preservation of the public peace, health and safety because it contains <br />building and standards protecting the residents and businesses of the City of Colton and it assures that <br />the Codes and the necessary local amendments are enforceable immediately upon adoption, rather <br />having the Codes be applicable to City without the local amendments on July 1, 1999; and <br />WHEREAS, California Government Code Section 36937 authorizes the City Council <br />to adopt by four-fifths vote, an urgency ordinance for the immediate preservation of the public peace, <br />health or safety that becomes effective immediately upon adoption; and <br />-2- <br />
