Garcia, City Manage <br />FROM: Tom Hendrix, Fire Chief ��_ <br />SUBJECT: Urgency Ordinance Adopting with Amendments the 1997 Edition <br />of the Uniform Fire Code and the 1998 California Fire Code. <br />DATE: June 15, 1999 <br />BACKGROUND: <br />Every three years the Uniform Model Codes are updated and published by the <br />International Fire Code Institute, in conjunction with the International Conference of <br />Building Officials. Traditionally, the City of Colton adopts these model codes with <br />amendments based on local conditions. In addition, the City amends portions of the <br />California Fire Code, Title 24, Part 9 of the California Building Standards. <br />DISCUSSION/ANALYSIS: <br />The adoption and amendments are designed to provide consistency in the application and <br />enforcement of model and state codes on a countywide basis and more specifically with <br />the surrounding cities of Loma Linda, Redlands and Rialto. However, amendments to the <br />model codes must be based on findings related to local climatic, geographic or topographic <br />conditions. <br />ALTERNATIVES: <br />Not adopting this Urgency Ordinance with the applicable local amendments prior to July <br />1, 1999 would imply that the model codes adopted by the state are applicable to the City <br />of Colton without amendment. Moreover, adopting the model codes without such local <br />amendments would restrict the City's ability to enforce life safety requirements based on <br />local conditions and would create an inconsistency in the enforcement of the model codes <br />within our local area. <br />FINANCIAL IMPACT: <br />None. <br />ENVIRONMENTAL IMPACT: <br />None. <br />WUMMV4\511520 <br />Item # 2 <br />
