Please see, 1 URGENCY ORDINANCE NO. 0-12- 2 2 AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING CHAPTER 15.16 OF THE 3 COLTON MUNICIPAL CODE AND ADOPTING THE 1997 EDITION OF THE "UNIFORM FIRE CODE," THE 1997 4 EDITION OF THE "UNIFORM FIRE CODE STANDARDS" AND 5 THE ADOPTION WITH AMENDMENTS OF THE 1998 EDITION OF THE "CALIFORNIA FIRE CODE" (CALIFORNIA CODE OF 6 REGULATIONS, TITLE 24) PRESCRIBING REGULATIONS GOVERNING CONDITIONS HAZARDOUS TO LIFE AND 7 PROPERTY FROM FIRE AND EXPLOSION; AND DECLARING THE URGENCY THEREOF 8 9 WHEREAS, California law authorizes cities to adopt, by reference the 1997 Uniform 10 Fire Code and the 1998 California Fire Code, as adopted by the State of California pursuant to Title 24, 11 Part 9 of the California Code of Regulations; and 12 WHEREAS, California Health & Safety Code Section 17958.5 authorizes cities to adopt 13 the uniform codes with changes and modifications determined to be reasonably necessary because of 14 local climatic, topographic or geologic conditions; and 15 WHEREAS, the City of Colton desires to adopt the 1997 Uniform Fire Code, the 16 corresponding Uniform Fire Code Standards and the 1998 California Fire Code, as adopted by Title 24, 17 Part 9 of the California Code of Regulations (collectively "the Codes"), with necessary amendments to 18 assure the Codes are tailored to the particular fire protection needs of the City of Colton as required by 19 local climatic, topographic and geologic conditions and assure that a maximum level of fire protection is 20 21 provided to residents, businesses and other occupants; and 22 WHEREAS, California law provides that the failure of the City to adopt and have the 23 Codes and their amendments become effective prior to July 1, 1999 implies that the Codes, as adopted by 24 the state, are applicable to the City without local amendments despite the fact that the local amendments 25 provide fire protection measures that are needed for the preservation of the health and safety of residents 26 and businesses in the City of Colton, and include, but are not limited to, requiring permits for the storage 27 of pallets; requiring address numbers on certain occupancies; requiring surface roads to be designed and 28 built to support fire apparatus; requiring fire sprinklers for certain structures or structure expansions; 1
