<br />Law Enforcement Medical Services, Inc. is ready, willing, and able to provide all of the services requested in this
<br />bid proposal. LEMS has been there for your agency when there was no one else, we stepped up to help when other
<br />contractors failed to fulfill their commitments.
<br />LEMS is presently the provider of inedical evidence coilection services, for victims and suspects, to the San
<br />Bernardino County Sheriff's Department, Colton, Fontana, Montclair, Ontario, and Redlands Police Departments.
<br />Additionally, we provide SART services for Chino, Riaito, Upland, and Corona Police Departments.
<br />Established in I994, LEMS is committed to providing quality medical forensic evidence collection services to law
<br />enforcement agencies. Aware of the budget concems of law enforcement agencies, LEMS is committed to maintaining
<br />reasonable prices for these services. Price increases noted in this contract are less than the regional Consumer Price Index
<br />increase for medical care and will be used to increase benefits for our dedicated employees, while maintaining our low profit
<br />margin. Our contract reflects a�uarantee of no price increase for a two year period.
<br />LEMS is locally owned and each owner continues to work in the field, directly with the victims, [he suspects and
<br />the patrol officers. We have established an excellent working relationsttip with Bio-Tox and the San Bernardino County
<br />Sherifis Crime Laboratory and conduct ongoing training for our employees to comply with their requirements. LEMS has a
<br />zero tolerance policy in response to agency complaints regarding inwrrect evidence collection procedures, unprofessional
<br />employee conduct, or unjustified long response times.
<br />PHLEBOTOMY SERVICES: Are conducted by Licensed Nurses, Certified paramedics, and phlebotomists who
<br />have been taught the importance of proper evidence collectioq packaging and preservation procedures to ensure evidence
<br />integrity.
<br />County Council has recendy determined that due to the wording of CVG23158, blood drawn for Vehicle Code
<br />violations must be collected by licensed nurses, certified paramedics or certified Iaboratory technicians. In response, we have
<br />hired additional licensed personnel to comply with this requirement.
<br />In our continuing effort to improve services to law enforcement agencies, LEMS has restructured the Se�cual Assault
<br />Response Team (SART) to include suspect examinations. By establishing an open line of communication between suspect
<br />and victim examiners we have improved the quality, and quantity, of evidence collected.
<br />SEXiJAL ASSAULT VICTIM EXAMINATIONS: Victim examinations are conducted by Registered Nurse Sexual
<br />Assault Nurse Examiners (SANE's). Hospital based SART examination facilities have.been established at Kaiser Hospital-
<br />Fontana, Redlands Community Hospital, Community Hospital of San Bernardino, San Mtonio Community Hospital-
<br />Upland, Riverside County Regional Medical Center, and Corona Regional Medical Center. Multiple sites benefit the
<br />imestigating agency and victim, by decreasing the necessity of transferring a patient for examination and treatment.
<br />SANE nurses, wi[h additional [raining as death investigators, are available to assist your department in sexual
<br />homicide cases. LEMS has been approved by the San Bernardino County Coroners office to collect sex kit evidence at the
<br />scene of the crime, or at the morgue.
<br />SEXiJAI, ASSAiJLT SUSPECT EXAMINATIONS: Are conducted at your station, or detention center, by
<br />Licensed Vocational Nurses and tectuticians who have received extensive SART training in the proper method of collecting
<br />evidence from sexual assault suspects. We are also available to conduc[ forensic evidence collection examinations on
<br />homicide suspects.
<br />Law Enforcement Medical Services, Inc. is licensed by [he County of San Bernardino to dispose of biohazard was[e
<br />products and complies strictly with OSHA guidelines. Each employee is covered by pertnit, as a limited quantity hauler of
<br />biohazazd waste, through [he Department of Public Health. A copy of this permit is included for your review.
