City Council Meeting of March 2, 1999 <br />CDBG Project 1999-2000 <br />Page 2 <br />Capital and community improvement projects, such as street improvements, code <br />enforcement, and child care facilities, have traditionally received strong support for <br />funding from residents of Colton. Neighborhood residents appear to be more receptive <br />to funding "brick and mortar" projects that contribute to the physical upgrade of their <br />community. <br />Based on staffs analysis of the proposals, resident comments received from prior <br />community meetings, and the continued success of previously funded public service <br />and capital/community improvement projects, it is recommended that the City Council <br />approve the funding of CDBG projects listed on Attachment "B". <br />ALTERNATIVES: <br />Do not approve the staff recommended projects, and select alternative projects for <br />funding. Nevertheless, the County has requested that the City submit it's list of funding <br />recommendations by no later than March 3, 1999, in order to meet their schedule for <br />the 1999-2000 CDBG application submittal to the U.S. Department of Housing and <br />Urban Development (HUD). Failure to submit a list of funding recommendations will <br />delay receipt of federal funds to implement public service and community improvement <br />projects. <br />FINANCIAL IMPACT: <br />The City's allocation of CDB G funds for Fiscal Year 1999-2000 is $368.000. <br />All approved projects are 100% reimbursable from the CDBG Program. <br />1 on <br />Development Director <br />ENVIRONMENTAL IMPACT: <br />None at this time. Environmental Assessments are required of all CDBG funded <br />activities prior to implementation. <br />RECOMMENDATION: <br />Staff recommends the City Council approve the funding of Community Development <br />Block Grant (Community Development Block Grant) projects Fisted on Attachment "B" <br />for Fiscal Year 1999-2000, and adopt the attached Resolution, Number Q-1 <br />DRZ/ALS/wm <br />Attachments: Attachments "A" and "B" <br />Letter from County dated January 29, 1999 <br />Resolution <br />
