City of Colton <br />Agenda Report <br />Council Meeting of March 2, 1999 <br />Page:2 <br />❑ If we choose not to make the investments necessary to make Hermosa competitive, are we <br />willing to make the investments necessary to upgrade the office equipment, record keeping <br />systems and frxtures at Hermosa? <br />Staffing <br />There are presently three full time staff members and one part time staff member <br />working at Hermosa. The three full time staff members are responsible for grounds <br />keeping, maintenance, preparing interment sites, setting up for memorial services, <br />lowering caskets and other miscellaneous associated duties. These employees are <br />currently funded through the General Fund (Public Works -Parks Division) not the <br />Cemetery Enterprise Fund. Should a contract be awarded, these employees would be <br />transferred back to the Public Works Parks Division. The part time position is a <br />customer service representative in the Cemetery office and is funded through the <br />Cemetery Enterprise Fund. This position would no longer be necessary at the <br />Cemetery if a contract is awarded. The staff member occupying the position at the <br />Cemetery would be transferred to a vacant similar position elsewhere in the <br />organization. <br />FISCAL IMPACT: <br />Fiscal impact is unknown at the present time. We anticipate there will be some costs <br />associated with the Request for Proposals review process generated through the City <br />Attorney's office. The lion's share of the process will be handled by the "Review Team" <br />consisting of City staff and members of the City of Colton Cemetery Commission. <br />While there may be nominal costs associated with the process, in the long run we <br />anticipate that, the Cemetery enterprise which has consistently been subsidized with <br />revenues from other finds will generate positive cash flows to the General Fund through <br />a franchise fee or other financial vehicle(s). <br />RECOMMENDATION: <br />Staff recommends that the City Council authorize the release of Request for Proposals <br />to Manage, Operate, Maintain, Develop, and Sell Internment Rights, and Cemetery <br />Merchandise at the Hermosa Gardens Cemetery. <br />Attachments <br />r <br />
