Water Rule 911 Service Connections, Meters, and <br />Related Apparatus, states, "The customer shall, at his own expense and risk, furnish, install and <br />maintain all apparatus and appliances which are required to receive, control, regulate and utilize <br />the pressure and flow of water as furnished by the Department. The Department shall not be <br />liable for any loss or damaged caused by the improper installation, maintenance or malfunction <br />of such apparatus.
