BACKGROUND: The City of Colton North La Cadena Intercocanect project consists of the uttercosmectioa and improvements to signalized intersections located between Valley Blvd, And Mt. Vernon in thety of Coital. The North -La Cadena Signal Interommed Project was granted several eateusions Oftime overlay work by others and several changt orders due to the poor conditia l of the Obit bas efic son asphalt systom.
