GARCIA, CITY MANAGE <br />M: PATRICK CROWE, POLICE CHIEF <br />SUBJECT: PROPOSED ORDINANCE AMENDING COLTON MUNICIPAL CODE <br />CHAPTER 5.44. REGARDING OUTDOOR FESTIVALS AND SPECIAL <br />EVENTS <br />ATE: MAY 11, 1999 <br />Background: Chapter 5.44 of the Colton Municipal Code regulates the operation of outdoor <br />festivals and special events within the City. The proposed ordinance will amend the title of the <br />ordinance to include the term "special events" and will add clarification to the terms "festival" <br />and "event." <br />Discussion: The proposed ordinance merely clarifies the activities which Chapter 5.44 already <br />regulates. Chapter 5.44 specifies that certain outdoor festivals and events are subject to a $100 <br />permit application fee. This fee will apply to carnivals, for example. With respect to Colton <br />community organization -sponsored events, the proposed ordinance will not have any impact on <br />an organization's ability to request the City Council's waiver of the $100 permit fee. The City <br />Attorney has reviewed and approved the attached Ordinance. <br />Recommendation: Introduce and waive first reading of the proposed ordinance, amending <br />Chapter 5.44 of the Colton Municipal Code. <br />
