Parrish, Assistant City Manager :4::� <br />SUBJECT: Approval of the Placement of a Stop Sign on Meridian Avenue on <br />the South Side of the Intersection of Meridian Avenue and Randall <br />Avenue in the City of Colton RESOLUTION NO. R- . <br />DATE: May 10, 1999 <br />BACKGROUND: <br />Over the past two years (primarily since the opening of Garcia Elementary School) <br />numerous residents residing in District 1 have contacted their Council representative to <br />request that stop signs be placed at the following location: <br />Meridian Avenue at Randall Avenue: The existing condition. at this intersection is a two <br />way stop with the stop signs located on Randall Avenue. The request is to create a <br />four way stop at the intersection by placing stop signs on Meridian Avenue. The <br />centerline of Randall Avenue is the boundary between the cities of Colton and San <br />Bernardino. Thus, the responsibility for placing a stop sign on Meridian Avenue north <br />of Randall Avenue is the responsibility of the City of San Bernardino. The San <br />Bernardino City Council will consider the placement of a stop sign on Meridian Avenue <br />north of Randall Avenue at its meeting to be held May 17, 1999. <br />This request is brought before the Colton City Council to authorize the installation of a <br />stop sign on Meridian Avenue south of Randall Avenue. <br />DISCUSSION/ANALYSIS: <br />The request to investigate the viability of placing a stop sign at this location was initially <br />received last year. The request was received from residents of the community and <br />through the Rialto Unified School District (Garcia Elementary School). At that time we <br />requested that a warrant analysis be performed at this location to determine if the <br />engineering data collected justified the positioning of a stop sign. We requested that <br />the City of San Bernardino do the same for their portion of the intersection. The results <br />of the analyses performed by both cities revealed that the engineering data did not <br />justify stop signs on Meridian Avenue at the intersection of Meridian and Randall <br />Avenues. <br />While these locations may not meet the requirements of the warrant analysis for stop <br />signs, there were traffic behavioral patterns noticed at this location that justify staffs <br />reasoning in bringing this request before the Colton City Council (and the San <br />Bernardino City Council). The need for a stop sign at this location was reiterated by the <br />Item # 17 <br />
