February 11, 1999
Honorable Mayor Judith Valles
300 North "D" Street
San. Bernardino, CA. 92418
CITY COUNCIL
Subject: Intersection of Meridian and Randall Avenues
Karl E. Gaytan
Mayor
Dear Mayor Valles:
Donald J. Sanders
District 1, RDA Chairmen
I write to you on behalf of the residents of the West Side of the City of Colton,
motorists who traverse on local city streets (specifically, Meridian and Randall
Richard A. DeLaRosa
District
Avenues) in San Bernardino and Calton, and the parents and students of the
Garcia Elementary School.
Kelly J. Chastain
District 3
Presently there exists a "t nro-way' stop sign at the intersection of Meridian and
Randall Avenues. The stop signs are located on Randall Avenue, which stop both
gel L. Cook
District4,RDA Vice Chair
eastbound and westbound traffic. There are no stop signs on Meridian Avenue,
allowing northbound and southbound traffic to proceed through the intersection at
Deirdre H. Bennett
relatively high rates of speed. On the East Side of Meridian Avenue just south of
District 5, Mayor Pro Tern
Randall Avenue is the Garcia Elementary School. The boundary between our two
cities is the centerline of Randall Avenue.
James B. Grimsby
District 6
In the past few months, I have received numerous calls from constituents
expressing their concerns over vehicles travelling at high speeds through the
intersection with complete disregard for the school children and from those who
CRY MANAGER
were nearly involved in accidents when motoring through the area My initial
response was to direct our engineering staff to perform a "warrant study" of the
Henry T. Garcia
intersection to determine if that location warrants a four way stop. Additionally, we
requested that the City of San Bemardino's engineering staff review this
intersection to determine if it warrants a four way stop. Much to my displeasure, the
engineering reports denoted that a four way stop was not warranted although the
evidenced report reflects otherwise. Please refer to the attached letter from Gama
Elementary School, dated January 21, 1999.
Meanwhile the complaints from the parents of school children and motorists
continue to pour into my office. Additionally on January 21, 1999, our City Engineer
received a letter from the Rialto Unified School District concerning traffic safety at
the intersection and requesting the installation of stop signs and stripping for
crosswalks. This further accentuates my feeling that it is imperative to install a four
way stop at the intersection of Meridian and Randall Avenues.
I am writing you this letter Honorable Mayor to solicit your assistance in making this
request a reality. I stand ready to direct my staff to draft a resolution to come
before the Colton City Council for the placement of a stop sign on Meridian Avenue
CIVIC CENTER
650 N.
