CITY OF COLTON <br />CODE ENFORCEMENT OFFICER <br />DEFINITION: <br />Under the general supervision of the Community Development Director, conducts investigations <br />and inspections of buildings, vacant lots, businesses, and commercial properties pertaining to <br />violations of City codes and ordinances, land use codes, and building/construction regulations in <br />any area of the City. <br />DISTINGUISHING CHARACTERISTICS: <br />The Code Enforcement Officer is the single position class responsible for investigation, <br />reporting, enforcement, monitoring and issuing of citations of violations pertaining to City codes <br />and ordinances regarding building and construction, land use and safety and health codes. <br />ESSENTIAL FUNCTIONS: (include but are not limited to the following) <br />• Demonstrates a full understanding of applicable codes, ordinances, policies, procedures and <br />work methods regarding zoning, public nuisance, environment, health and safety, and <br />business licensing associated with the assigned duties. <br />• Conducts field investigations regarding complaints and pending violation cases; monitors <br />violations to ensure correction; responds to questions and concerns from the general public; <br />provides information as is appropriate. <br />• Issues Notices of Violation, Abatement and permits in accordance with City codes; prepares <br />reports regarding cases; produces photographs and records of violations for purpose of <br />evidence in court; prepares cases for prosecution or Council action as needed and provides <br />any other information in accordance with proper procedures of court evidence; conducts <br />research of property history; represents the City in court regarding enforcement of non- <br />compliance. <br />• Prepares investigation and cost analysis reports; updates computer file systems; coordinates <br />with other City departments and staff. <br />• Performs other related duties as required. <br />WORKING CONDITIONS: <br />Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, and <br />turning while entering and exiting a motor vehicle or on foot within the City limits. Incumbents <br />may be required to lift objects weighting less than 25 pounds. The position requires near, far, <br />and color vision. Incumbents work in all weather conditions, around moving traffic and <br />frequently deal with irate members of the public. <br />QUALIFICATIONS: <br />Education and/or Experience: <br />Any combination of education and experience that has provided the knowledge, skills and <br />abilities necessary for a Code Enforcement Officer. A typical way of obtaining the <br />required qualifications is to possess the equivalent of one year of experience in municipal <br />enforcement, inspection, or investigation which includes zoning, safety, public nuisance, <br />
