CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of November 16, 1999 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />APPROVAL: HENRY GARCIA, CITY MANAGER5:��� <br />FROM: JOHN C. HUTTON, PUBLIC WORKS DIRECTOR <br />SUBJECT: APPROVE PERIMETER BLOCK WALL AND LANDSCAPING <br />EASEMENT ONLY FOR TRACT 15826 AND AUTHORIZE THE CITY OF <br />SAN BERNARDINO TO INCORPORATE THIS EASEMENT AREA INTO <br />THEIR LANDSCAPING ASSESSMENT DISTRICT FOR MAINTENANCE. <br />DATE: November 9, 1999 <br />BACKGROUND: <br />JMS Homes, L.L.C. is developing a residential subdivision in the City of San Bernardino. The tract is located <br />adjacent to Washington Street and Waterman Avenue which abuts the city limit line of Colton. <br />James D. Fahs, Jr., President of JMS Homes, has made a request that the City of Colton consider granting <br />his development an easement of approximately 15 feet in width along the north side of Washington Street. <br />The purpose for this easement is for the construction of a six foot (6) high perimeter wall at the top of the <br />existing slope within the Washington Street right-of-way. The face of the wall and the area between the wall <br />and the existing sidewalk along Washington Street would be maintained by a landscape maintenance district <br />established by the City of San Bernardino ( see attached exhibit "A" ). <br />DISCUSSION / ANALYSIS: <br />In return for granting the easement, the developer is offering the City of Colton the following: <br />1. A $25,000 contribution to the City for the resurfacing of the westbound lane of <br />Washington Street. <br />2. To landscape the parkway between Washington Street and the new perimeter wall with <br />ground cover and shrubs. The face of the split block wall will be planted with fast growing <br />vines. <br />3. To establish a landscape maintenance district through the City of San Bernardino. <br />4. To contribute $25,000 towards the rehabilitation of the traffic signal at the intersection of <br />Waterman Avenue and Washington Street <br />FINANCIAL IMPACT: <br />There is no substantial cost impact to the City for granting the easement. <br />RECOMMENDATION: <br />As developer requested, for authorization and approval by City Council, requires the following: <br />1. Collect the fee as proposed by the developer for easement. <br />2. Record the easement documents for the fifteen -foot (15') strip of land along Washington Street. <br />3. Authorize the City of San Bernardino to include this easement in their landscape maintenance district, <br />see attached letter from City of San Bernardino (exhibit "A"). <br />Report prepared by James R.
