HANDOUT FOR COLTON CITY COUNCIL <br />Page 3 of 5 <br />Principles of Agreement <br />I <br />High quality local run-off, SPW, Bunker Hill groundwater and San Bernardino wastewater will <br />be recharged in the Colton Basin in either the existing streambed or in run -of -river recharge <br />facilities. New recharge facilities, if constructed, would be located in the river from about <br />Interstate 10 to La Cadena Avenue bridge. A new well field would be constructed to recover <br />groundwater near the river. Production capacity of the new well field could range from 15 mgd <br />to as high as 20 mgd. Product water could be delivered to the city of Colton, city of Riverside, <br />Riverside Highland and West San Bernardino County Water District. The locations of these <br />facilities are shown schematically in Plate 1. <br />Initial Project Description. In the initial version of this project, poor quality groundwater <br />would be removed, as in the ultimate project, however, at a significantly lower rate. The rate at <br />which the basin is pumped down would be based on available production capacity and on ease of <br />implementation. The rate of groundwater removal will be determined in Phase I environmental <br />studies. Currently, the Initial project C will use either Riverside's Mill well or Flume number 2 <br />well. Table 4 shows the time history of production for Initial Project C using Flume number 2. <br />Groundwater quality would be restored over a longer period. No run -of -river recharge facilities <br />would be constructed, that is, recharge in the river would be incidental. Recharge of tertiary - <br />treated effluent from San Bernardino would not occur. New groundwater production facilities <br />for recovery of high quality groundwater would not be constructed. <br />AGREEMENTS FOR PROJECT B <br />Agreement for Purchase of Reclaimed Water <br />Issue. The sellers of reclaimed water are the cities of Colton and San Bernardino. The buyer of <br />reclaimed water will be YR WD. The issues to be resolved are ownership, price and quality of <br />reclaimed water and of groundwater produced in Initial Project B. <br />s <br />Resolution. WMWD and OCWD agree that the wastewater dedicated to Initial Project B is <br />owned by the cities of Colton and San Bernardino, and that WMWD will purchase an amount of <br />reclaimed water equal to the volume of groundwater produced in Project B. The cities will agree <br />not to enter into any agreement that will commit or cause reclaimed water currently produced by <br />each city to be discharged outside the boundary of the Santa Ana Watershed for a period equal to <br />the duration of Initial Project B.
