Parrish, Assistant City Manager 4�p <br />SUBJECT: Ordinance of the City of Colton Amending Sections 10.04.105 of <br />Colton Municipal Code Relating to the Parking of Trucks and Overs <br />Commercial Vehicles on Residential Streets and Adding Secti <br />10.04.107 and 10.04.109 to the Colton Municipal Code Relating to Ti <br />Routes and Truck Parking <br />DATE: September 29, 1999 <br />BACKGROUND: <br />Recently there have been a series of complaints regarding the parking of large <br />commercial vehicles on city streets for extended periods of time and large commercial <br />vehicles consistently deviating from established truck routes in the City of Colton. While <br />the issues are somewhat separate in nature they may be addressed uniformly by <br />amending Section 10.04 of the Colton Municipal Code. <br />Currently the City has addressed the truck parking issue by adopting resolutions and <br />posting signs prohibiting the parking of trucks on specific streets. The effect of this <br />approach has been that truck operators tend to honor the postings and not park on <br />posted streets. Unfortunately, in reality, they tend to park on adjacent streets in essence <br />relocating the problem rather than providing a solution. <br />The issue of trucks regularly traveling off of designated truck routes in the community has <br />been brought to our attention by "west end" residents and by residents in the Reche <br />Canyon area. <br />DISCUSSION/ANALYSIS: <br />Highlights of the amendments and additions to Section 10.04 of the Colton Municipal <br />Code are as follows: <br />The ordinance amends Section 10.04.105 of the Colton Municipal Code by adding a new <br />subsection (b) to prohibit trailers, truck tractors with trailers, semitrailers, trucks with a <br />load capacity of over 1 ton or commercial vehicles in excess of 10,000 pounds from <br />parking on nonresidential streets for longer than a two hour period. The ordinance <br />maintains the current prohibitions in residential zones. Additionally, the ordinance <br />maintains the exemptions provided in the current ordinance and state law for recreational <br />vehicles, public utility vehicles, delivery vehicles, government vehicles and emergency <br />vehicles. <br />The ordinance amends the City's adoption of the Uniform Traffic Ordinance by adding <br />Section 10.04.107 to require, in accordance with California Vehicle Code Section <br />Item #4 <br />
