1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />RESOLUTION R-90 -99 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />REQUESTING THAT THE UNITED STATES CONGRESS TAKE <br />ACTION IN AMENDING THE ENDANGERED SPECIES ACT TO DELIST <br />THE DELHI SANDS FLOWER -LOVING FLY <br />WHEREAS, the City of Colton is endeavoring to improve the quality of life for all of its <br />residents; and <br />WHEREAS, all of the industrial land has been targeted by the Fish and Wildlife <br />Service as habitat or potential habitat for the Delhi Sands Flower -loving Fly; and <br />WHEREAS, the Fish and Wildlife Service has presented no evidence that the City <br />cannot co -exist with the Fly in a manner offered by the City; and <br />WHEREAS, the Fish and Wildlife Service has stalled the City's ability to develop land <br />via reasonable mitigation proposals thus causing the inability of the City to create numerous <br />jobs in an economically depressed area and monetary loss of tax revenues and those <br />associated with the providing of municipal services; and <br />WHEREAS, the City of Colton and its citizens have been harmed financially and in <br />their quality of life as a direct result of the Fish and Wildlife Service's reluctance to agree to <br />mitigation terms offered by the City; and <br />WHEREAS, the Fish and Wildlife Service has been severely chastised for their <br />inability to equitably deal with any compromise of social and economic issues of land <br />owners and developers and the long-term preservation of the Fly; and <br />WHEREAS, the Fish and Wildlife Service, their consultants, and biological experts <br />have failed to demonstrate any ecological, environmental, or economical purpose that the <br />Fly serves requiring its protection under the Endangered Species Act; and <br />
