CLARKE, UTILITY DIRECTOR"." <br />SUBJECT: AWARD OF BID FOR THE PURCHASE OF ONE NEW ELECTRIC POWERED, <br />4 -PASSENGER VEHICLE TO IT'S ELECTRIC IN THE AMOUNT OF $32,319.61 <br />AND A 36 -MONTH LEASE FOR ONE NEW ELECTRIC POWERED PICK-UP <br />TRUCK TO VILLA FORD IN THE AMOUNT OF $9,419.12. <br />DATE: October 12, 1999 <br />BACKGROUND: <br />The Electric Utility collects a Public Benefits Fee from each utility customer, as mandated by AB1890. <br />The Electric Utility has a requirement for two electric powered vehicles; one passenger vehicle to be used <br />by administrative staff and one pick-up truck to be utilized by the City's floating Maintenance Worker. The <br />purchase or lease of electric powered vehicles is one of the "allowable expenditures" of Public Benefit <br />monies. <br />DISCUSSION/ANALYSIS: <br />The Utility Department solicited sealed bids for these requirements on September 9, 1999. Bid packages <br />were mailed to thirty-five qualified vendors. Bid opening was held at 3:30 PM, September 30, 1999, in the <br />Corporate Yard Conference Room. Two bids were received and evaluated, one from ITS Electric and <br />one from Villa Ford. <br />A Bid Analysis is attached showing the price and delivery dates quoted by each vendor. IT'S Electric <br />quoted a purchase price for each item, and also quoted a 60 month lease/purchase price on the pick-up <br />truck. Villa Ford quoted a 36 -month lease only on the pick-up truck, as Ford Motor Company only offers <br />its EV's on lease options. Villa Ford did not bid on the passenger vehicle. Staff has evaluated both lease <br />options carefully and is recommending the 36 -month lease option offered by Ford Motor Company for the <br />pick-up truck requirement. <br />ALTERNATIVES: <br />None <br />FINANCIAL IMPACT:. <br />Public Benefit monies are available in Account Numbers 520-8000-8039-4910-0107 and <br />520-8000-8039-2420-0931.
