File Index Number DZ -09-99 <br />Concurrently with File Index Number DT -28-99 <br />July 27, 1999 <br />Page 2 <br />PROJECT DESCRIPTION: <br />The applicant, John J. Reichel, on behalf of the property owner, First Assembly of God <br />of Colton, has submitted two proposals for Planning Commission approval. DZ -09-99 is <br />a request for a Zone Change to add the Planned Community (PC) Development <br />designation to two existing parcels located adjacent to the southwest corner of Citrus <br />Street and Pennsylvania Avenue. Parcel 1 (APN 160-221-10) is approximately 6.06 <br />acres, and Parcel 2 (APN 160-221-11) is 4.88 acres for a combined total of 10.94 acres. <br />Parcel 2 is adjacent to the west and south property lines of the First Assembly of God <br />Church, which is located at the southwest corner of Citrus and Pennsylvania. <br />Approximately four acres of the combined property is developed with a church and <br />parking areas, which front Citrus Street. The remaining seven acres are proposed for <br />future single family residential housing. The seven acres are vacant with the exception <br />of a basketball hard court area located near Pennsylvania Avenue, and a football/soccer <br />field area in the interior portion of the property. The proposal was considered by the <br />Design Review Committee on April 19, 1999. After extensive discussion on the <br />proposal, the Committee requested that the applicant submit the proposed Tentative <br />Tract, in order to conduct a more in-depth review of the proposed project and fully <br />evaluate the proposed use of the land. <br />On May 25, 1999, the applicant submitted File Index Number DT -28-99, Tentative Tract <br />Number 16019, which is a proposal to subdivide approximately 7.5 acres into 52 single <br />family residential lots, and leave the remainder 3.4 acre lot for the First Assembly of <br />God Church, which is located at the southwest corner of Citrus and Pennsylvania. The <br />project site slopes from west to east and is zoned R-1 for single family residential units. <br />Two new proposed streets would serve the proposed project. Street "A" would be <br />constructed from Pennsylvania Avenue westerly, terminating into a cul-de-sac. The <br />street would serve 28 lots. Street "B" would be constructed from Citrus Street southerly, <br />also terminating into a cul-de-sac. The street will serve the remaining 24 lots. <br />The proposed 52 lots for single family dwelling units will be developed under the PC <br />(Planned Community) development standards. However, approval of the proposed <br />project is contingent on City Council approval of File Index Number DZ -09-99, which is <br />the request for the zone change to add the PC designation to the existing R-1 zone. The <br />proposed lots will be approximately 4,512 square feet, with 48 foot widths, and 94 foot <br />depths. Proposed setbacks are 6 feet on the side, 17 feet in front, and 20 feet in the <br />rear. Lots located at the end of cul-de-sacs will have 25 foot widths, 74 foot depths, and <br />a lot area of approximately 4,200 square feet. Setbacks will be 6 feet on the side, 14 <br />feet in front, and 20 feet in the rear. <br />
