City Council Agenda Report <br />February 15, 2000 <br />Page 2 <br />ALTERNATIVES: <br />The City Council can deny the request to create the Capital Improvement Fund, as <br />well as the request to transfer revenues into the new fund. This would result in the <br />current drill tower being taken out of service within the next three years. This would <br />have a severe negative impact on Fire Department training programs. <br />FINANCIAL IMPACT: <br />The creation of the Capital Improvement Fund limits the financial impact on any <br />single Fiscal Year budget by allowing unanticipated Fire Department revenue to be <br />carried over and saved from one year to the next, for the sole purpose of replacing <br />the Fire Department drill tower. <br />Currently, the Department has received $11,442.32 in unanticipated revenues and <br />requests the transfer of same to Capital Improvement Account 100-6090-6091- <br />3890. It is anticipated that the Fire Department will request to transfer $4,400 in <br />revenue from the Loma Linda Battalion Chief Agreement to this new account in <br />2000/2001. <br />CUSTOMER SERVICE IMPACT: <br />The creation of a Capital Improvement Fund, as well as revenue transfers, would <br />not result in an impact on customer service; however, failure to replace the Fire <br />Department drill tower will eventually reduce Fire Department effectiveness on <br />various types of emergency operations. <br />ENVIRONMENTAL IMPACT: <br />None. <br />RECOMMENDATION: <br />Staff recommends that the City Council approve the Fire Department's request to <br />create a single purpose Capital Improvement Account to replace the existing drill <br />tower at Fire Station 1 and to approve the transfer of $11,442.32 in revenue <br />collected in 1999 to the new Capital Improvement Account. <br />TH/kd <br />Attachment — photograph page <br />
