GARCIA, CITY MANAGER �1� <br />FROM: DAVID MICHAEL DAVIS, CITY LIBRARRIANAO <br />SUBJECT: AUTHORIZATION TO ACCEPT AN ADDITIONAL $3,248 IN "ADULT LITERACY <br />FUNDS" AND AMEND THE ADOPTED BUDGET FOR A TOTAL FY 1999/2000 <br />APPROPRIATION OF $19,947 <br />DATE: DECEMBER 8, 1999 <br />BACKGROUND: <br />The Colton Public Library anticipated $16,699 in revenue from the "Adult Literacy Fund" for FY <br />1999/2000. This amount was included in the City's adopted budget. However, the California <br />State Library has approved an additional $3248 in funding for this program. These grant funds <br />are used to purchase literacy office suppl:es, special tutorial supplies, instructional materials, <br />audiovisual and computer materials, and staff and tutor training. <br />DISCUSSION/ANALYSIS: <br />The Colton Public Library recognizes that a continuing demand exists for one-to-one instruction <br />in basic reading and writing skills for adults. According to the California Department of <br />Education, 20% of the adult population 16 years and older cannot read. This is the population <br />that the Colton Public Library's literacy program seeks to serve. <br />ALTERNATIVES: <br />Without such grant funding, a literacy program of such dimensions could only otherwise be <br />continued with the City's general fund. <br />FINANCIAL IMPACT: <br />No cost to City <br />David Michael Davis, City Librarian <br />RECOMMENDATION: <br />Staff recommends that Council accept an additional $3,248 in "Adult Literacy Funds" and <br />approve the resolution amending the adopted budget for a total FY 1999/2000 appropriation of <br />$19,947. <br />PAGE 1 OF 1 <br />ATTACHMENT: RESOLUTION <br />Item #6 <br />
