Crowe, Chief of Pofic SUBJECT: Approval of Local Law Enforcement Block Grant J DATE : December 7, 1999 BACKGROUND: The United States Department of Justice, Bureau of Justice Assistance, is providing funds for the 1999 Local Law Enforcement Block Grant program. This grant would provide funding for police equipment and programs. The City of Colton is eligible to receive a total of $93,432, under this grant. DISCUSSION/ANALYSIS: Through this block grant program, the police department intends to install Mobile Data Computers (MDC's) in each patrol vehicle. Along with needed backbone support, these computers increase communication ability between the officers and dispatch. They allow officers to monitor pending calls for assistance, which should increase response time. The computer reduces the work impact on dispatch and the use of radio traffic. In addition the computer allows the officers to complete reports in the computerized department format in a timely manner. This reduces the workload in records and allows the supervisor to review and approve reports for the waiting public much more quickly that the current process. With the increase in efficiency of report completion, the filing of reports to the District Attorney, Department of Justice and other related agencies is also done at a more rapid rate. ALTERNATIVES: Other than applying for a grant to purchase the above-mentioned equipment, the department would not be able to fund these items under existing budget constraints. FINANCIAL IMPACT: The Federal grant award provides a total of $93,432 for the grant year. The City must match this award with $10,381, for a total of $103,813. The matching fund amount will be funded through asset seizure account 261-6070-6083. There is no impact on the general fund. There is no waiver of matching funds within this grant award.
