Crowe, Chief of Pofic <br />SUBJECT: Approval of Local Law Enforcement Block Grant <br />J DATE : December 7, 1999 <br />BACKGROUND: The United States Department of Justice, Bureau of Justice <br />Assistance, is providing funds for the 1999 Local Law Enforcement Block Grant <br />program. This grant would provide funding for police equipment and programs. The <br />City of Colton is eligible to receive a total of $93,432, under this grant. <br />DISCUSSION/ANALYSIS: Through this block grant program, the police department <br />intends to install Mobile Data Computers (MDC's) in each patrol vehicle. Along with <br />needed backbone support, these computers increase communication ability between the <br />officers and dispatch. They allow officers to monitor pending calls for assistance, which <br />should increase response time. The computer reduces the work impact on dispatch and <br />the use of radio traffic. In addition the computer allows the officers to complete reports <br />in the computerized department format in a timely manner. This reduces the workload in <br />records and allows the supervisor to review and approve reports for the waiting public <br />much more quickly that the current process. With the increase in efficiency of report <br />completion, the filing of reports to the District Attorney, Department of Justice and other <br />related agencies is also done at a more rapid rate. <br />ALTERNATIVES: Other than applying for a grant to purchase the above-mentioned <br />equipment, the department would not be able to fund these items under existing budget <br />constraints. <br />FINANCIAL IMPACT: The Federal grant award provides a total of $93,432 for the <br />grant year. The City must match this award with $10,381, for a total of $103,813. The <br />matching fund amount will be funded through asset seizure account 261-6070-6083. <br />There is no impact on the general fund.
